The Maass Class card text (XSI 105/203) says "All other naval units in the same territory receive -1 defense".
Isn't it a mystake and shall wee understand "+1 defense" ?

No, it's exactly meant that way. And "all" also affects your naval units :-)

So, there is a destroyer giving +1 and another giving -1. What the historical meaning of that ?

I haven´t designed these cards so I may only speculate The Leberecht Maass class was the first german class of the destroyer type to be built after world war I. So they were designed to fit all roles that were needed that time - especially that one of being a miner. At the start of the war the Maass units were most important in mining the coastal waters of england. They carried out at least eleven such advances into enemy waters. Because of that I suppose this card got "-1" - the mines hindered english ships in their movement and made it difficult to navigate when getting attacked by He111 hunting above those coastal waters. But as always in war times you cannot be sure that you won´t be hit by your own mines. During one such advance "Wikinger" the Leberecht Maass and Max Schultz were lost due to a bombing run from He111 of II./KG 26. They had not been informed that those destroyers out there were on their own side. So the destroyers were driven into their own minefield by the falling bombs. That could be the cause, why the ships get -1 too
